Recently Bangladesh Government has declared that the *MPs will not have to pay any taxes whatsoever their income is. Though the Parliamentary Committee and general public expressed their resentment against the decision, Government is stick to its decision as the MPs are the public representatives and every effort should be made to lessen the financial burden on them.

The MPs are also entitled to bring tax free vehicle for their personal use. In the past, it was found that some MPs bought the vehicles of Taka 1 crore or more and sold their vehicle to a second party, in breach of the conditions, for which they were accused by the ACC during the tenure of the past Caretaker Government.

MPs of the Government parties are in a better position than their opposition. Virtually all the cases put against the MPs during the last Caretaker Government and even before, have been dropped or withdrawn by the prosecutors or the High Court. The no of cases may be few hundreds.

MPs also get the the privilege to control local governments by holding the post of Adviser to the Upazilla Parishad (sub-district council) and it is set as such that without the permission of the Adviser no development work in the local level would be carried out. The authority is bestowed upon the MPs against the protest of the upazilla chairmen and councilors.

Recently a murdered young man found in the private vehicle of an MP who brought the body to the parliament building. The victim was a cadre of his own party. Initially it was thought to be an accident, later the driver was accused of killing. The motive was not clear.The family was pointing the finger to the MP but the investigating authority couldn’t find any clue or connection to accuse him.

The privileges of MP must attract many others to hunt the post. But it will not be easy to be one.

The money they expend and the trouble they take to be an elected member of the parliament, probably they deserve the privilege!

Eve Teasing -down gradation of our cultural attitude August 23, 2010

Got an sms from Ministry of Children and Women Affairs to be vocal against the eve teasing (Eve teasing er biruddey shochar hoan). Probably many others will get the message.

In the last few months, eve teasing and stalking are increased disproportionately and many a girls took their life in their own hands getting no way out, some reported in the media , some not, leaving the parents in deep grief, society bewildered and government pondering how to stop this nuisance.

As a whole, there is down gradation of our cultural outlook towards female. If you consider culture as an expression of our moral values, religious practice, education and politico-social exercises, then it is to be accepted that in all these spheres we are scoring low, which is reflected in the attitudes of the young.

Our education has no moral stint, our religious exercises become ritualistic, society is becoming more materialistic and our politics is not bound by ethics.
Our culture is fast loosing its identity and our media is more to please the teens than to depict the reality and truth of life.

Love is depicted in our contemporary dramas, cinemas and songs as a precious objective in premarital and extramarital life. Teens are being influenced by this.

Our law and order situation is not protective enough to safeguard the honour of the females. Law enforcing agencies behave as if in most cases nothing is wrong with the attitudes of the young. Their casual attempts to arrest the offenders make the situation more clumsy.

A holistic approach is needed to correct the situation but a difficult task.

Increasing connectivity between Bangladesh & its neighbours August 13, 2010

Foreign Minister of Bangladesh Dipu Moni expressed recently that Bangladesh is trying to establish increasing connectivity with its neighbours. Bangladesh is working on transit with India, Nepal and Bhutan. She added that people and goods will start moving once the connectivity is established.

Bangladesh is taking loan of $1b from India to develop the infrastructure.

BNP, the main opposition party is deadly against the transit with India. They are claiming that Bangladesh will not be able to control the contents of transit and will unnecessarily invite the trouble in the country by the rebels in the eastern states of India.

BNP said the government is getting the loan from an Indian bank at an interest rate seven times higher than what any multinational bank or donor agency would charge.

MK Anwar, former Industry Minister said the deal for infrastructure projects will eventually benefit India while Bangladeshis will have to repay the loan. “The implementation of the projects with the Indian loan will serve Indian interests more than Bangladesh’s,” he said.
he BNP lawmaker claimed that such loans are available from any multinational bank at only .25 percent interest.
Dipu Moni however said that the government signed the agreement with India by following international norms and standards, and the cabinet also gave its nod.

It is true that Bangladesh can’t remain confined within itself, needs better connectivity with its neighbours. But what Bangladesh is lacking -preparation and projection of the project, debate among the experts and in the parliament, not to be limited in media rhetoric, necessary transparency of the deeds, consensus among the major political parties regarding international pact.

Above all, the conditions should be such that it is a win-win situation for all the parties.

The ordinary citizen is also not aware of any thoughtful study by any universities in Bangladesh on the connectivity issue.

Government also needs to proceed with developing communications with Burma and through Burma developing transit with China. That will give Bangladesh more access to the region and will give Government more balanced state of policy.

Constitutional Reforms: controversies and expectations July 29, 2010

Government is moving towards reforming the constitution and wants to go back to the 1972 constitution. In this a Constitution Reform Committee of 15 members has been formed headed by Sajeda Chowdhury, Deputy leader of the house and Suranjit Sengupta as the co-chairman of the committee.

BNP was invited to join the committee but refused to join on the plea that the committee is unconstitutional and the objectives of the committee is not clear.

In the meantime, Appellate Division of the Supreme Court has declared its verdict on the Fifth Amendment with some observations.

With this verdict, the Law Minister said that we are going back to the 1972 constitution with main principles of the state as Democracy, Secularism, Socialism and Bengali nationalism.

Reviving the 1972 constitution, Law Minister told with confidence that it will prevent any attempt to acquire power by any unconstitutional means. Dr. Jahir, an eminent Jurist said that Military will not read the constitution before they take over the power. They didn’t read it in the past.The best safeguard against the military takeover of the state power is the good governance by the elected democratic government, opines popular columnist Syed Abul Maksud.

But what about the 4th amendment-is it still existing, Dr. Mahbub ullah, a Professor of Dhaka University asked in a talk show.

Law Minister also said that with the revival of 1972 constitution, religious based parties are automatically become unconstitutional. Professor Dr.Tofayel Ahmed , an expert on the local government said in an interview that the ban will be imposed only if the parties exploit the religion to meet their ends.

Suranjeet Sengupta has said that his committee will take into cognizance the other issues in relation to the constitution and will try to correct them.

Verdict on the Fifth Amendment

The events in Bangladesh are gradually becoming more dramatic. BNP staged hartal on 27th June,2010. That was the first hartal after 3 and half years in Bangladesh. BNP went with it’s declared program despite persuasion from the government. The day was preceded by few ugly incidents of torching vehicles , injury and death of personals. The hartal day was marred by collision between law enforcing forces, BNP-Jamaat workers and BCL activists resulting in injuries and arrests.

Police also arrested Mirja Abbas, BNP ex-law maker, Shamsher Mobin Chowdhury, an adviser to BNP chair person and ax-foreign secretary of Bangladesh and a few BNP leaders. Later on Police arrested Nizami, Mujahid and Saidi -3 leading Jamaat leaders on the charge of torching vehicles, harassing police etc. They have been taken into remand for several days. Few JMB and Hijbut Tahrir leaders are also arrested. Police is trying to find out the role of Jamaat leaders in recent hartal and their link with the militant organizations. Different forum are also demanding arrest of Jamaat leaders on the ground of anti-liberation activities. Molla Kader and Kamruzzaman -2 Asstt Secretaries of Jamaat have been arrested and charged for crimes done in 1971. Arresting the Shibir activists is going on from different parts of the country to prevent any thwart any agitation by them.

Mahmudur Rahman, a BNP sympathizer and Editor of Daily Amar Desh had been arrested earlier and the declaration of Amar Desh has been canceled. Chanel I – a TV channel, owned by Tareq Rahman and Gias al Mamun, is also closed down by the BTCL on the plea that it was not fulfilling the precondition for transmission.

The Budget for 2010-11 is passed in the parliament after discussion among the party members in the parliament without the participation of BNP in the debate.

Garments workers are infrequently coming out in the streets on the lay-off of their factories or dissatisfaction over salaries, destroying vehicles, creating vandalism and clashing with the police.

The intra-party conflicts of BCL factions are continuing as the party activists of the opposite group are thrown from 3rd or 4th floor, beaten mercilessly or killed.

Government also arrested dozens of people in connection to the leaking of questions from BG Press and copying in the requirement examination for the primary school teachers.

The declaration of PM in the parliament of the discovery of Jute genome by Dr. Maqsudul Alam and his team is the news that brings hope to the future of jute in our country.

CID indicted 824 persons in BDR carnage and found no clue to the external involvement.

The government also declared to make the country food secure.The businessmen started to raise the prices of the essentials keeping their eye on the Ramadan.

The government is advancing with the transit program with India and to create opportunities of business with seven sisters.

It also on negotiation with Nepal on the question of transit, trade and electricity.

The Government is mulling to improve the road and communication infra-structure of the country including the Dhaka-Ctg highway.

The working committee of AL decided to scrap the 5th Amendment to revert back to 1972 constitution. BNP is opposing the move. Barrister Moudud, a BNP lawmaker opined that it is not possible to go back to 1972 constitution.

Parliament has approved a 19 member special committee for review of the constitution headed by Mrs. Sajeda Chowdhury. BNP is not joining the committee saying that the committee is beyond the scope of the constitution and it is also not sure about the objective of the committee. PM says the door is open for BNP to be incorporated at any time.

BSS (Bangladesh Statistical Bureau) has recently made a survey on basic requirements enjoyed by the people of Bangladesh in 2009. BSS has published the report in last March 2010. The decision was taken during the Caretaker Government and the survey was conducted in March and April 2009.
Primarily 1000 survey points were selected. Then from them 700 areas were fixed on Random basis. For every point 20 families had been selected. Total 1400 families had been interviewed. Amongst them 8400 were from villages and 5600 from towns. During the survey two World Bank advisers one from Washington and one from Dhaka worked in the survey.
The survey was conducted to find out the no of people who are enjoying the basic facilities of life. he survey was sponsored by the World Bank.

Percentage of poor:
The survey said that 41.2% of people are poor. Amongst this, 31.9% is poor and 9.3% is ultra-poor. 37% families thought that poverty is increasing; 23% thought that it is decreasing. and 40% thought that it remain static.
Earlier it was stated that 40% population of Bangladesh are below poverty line. Work Bank newly defines the poverty as earning below 1 dollar 25 cents/day. In that respect , the poverty n Bangladesh is increased.
Regarding the cause of poverty -60% population has no house of their own or no other inherited property, 18.4% due to loss in the business, 17.2% due to lack of education or any skill.
According to the survey, 4.7% are affluent, middle class is 20.5%, lower class is 34.1%.

Education:
percentage of minimum literacy is 54.8%. Male are more educated than female. % of male education is 58.9% and in female the percentage is 50.6%.
In relation to the stages of education, who admit themselves in primary education, 27.6% can complete the primary education, 22.7% can reach upto Class IX, 5.6% only can complete SSC, HSC complete 3.8% and Degree 2.3%.

Food security:
Though majority of the population has food security, 39.8% population are in insecurity. Those who are insecure, 19.2% of them are in temporary insecurity, remaining 80.8% are in long term insecurity. 2 reasons could be identified for food insecurity, one is inadequate income, second is inadequate land for cultivation. For loss in the business, some people will fell into the trap of insecurity. 9.5% population remains in food insecurity for lack of job, only 35.5% of whom is covered by the social security program of the government.

Housing:
Majority of the population of the country are still live in Kachcha house. According to the survey, 72% of population live in Kachcha Hosue, in shanties 2.8%, 16.9% in semi-pacca hosue and only 8.3% live in pacca hosue.

But 83.7% population live in their own house in town and villages. 12.6% population live only in rented house.

Drinking water and health care:
Majority of the population drink pure water. 87% drink from deep tube well,1% from deep well, 9.2% drink from supplied from WASA in city and municipal corporations.
According to the survey, 90% of the children took vaccination, birth registration was done by 80.3% of population, most of the children still born in their own houses,birth is attended by physicians only in 12.15, midwives in 8.9%.untrained birth attendants still form the major bulk 57%.

Telephone and Computer:

only 2.2% men have land phone connection. But mobile phone connected 48.3% population. Only 1.9% has personal computers. In rural areas 0.5% and in towns 6.4% have computers.

Judiciary:
Even after 4 decades after liberation, most of the people do not go the judiciary or police for justice. Only 17.5% people got the law enforcing authority. 23.1% population go to the elected representatives,25.3% people go to the local and social leaders. 10.5% go the religious institutions. And 23.2% population seek no help from anybody for justice.

Experts told that many of the statistics reflect the true picture of the society , though they differ with some of the points.

Chittagong Mayoral Election- a Win for Democracy June 18, 2010

.The mayoral election for Chittagong City Corporation was held in absolute peaceful state on 17th instant.. No incident of any measurable amount took place during the voting. The counting began as usual. The result was also started to pouring out from the control center of the Election Commission at Chittagong Stadium Gymnasium. But the trouble begins when the declaration of the result halted from being announced. Amir Khusheu Mahmud, an Ex- Minister and leader of BNP declared to the media that the Administration is conspiring to alter the result of the election. He said that EC declared the result of few centers where Mohiuddin was advancing but they have in possession of result of 200 centers where Monju, BNP backed candidate was in advance. He added that Government was compelling the presiding officers not to sign over the result sheets.
Trouble erupted outside the control centers. Clashes took place between the rival parties, Vehicles were burned down and transport interrupted. Declaring the results later resumed and after the midnight, it became clear that Munjur was advancing ahead of Mohiuddin. In the meantime, Incumbent Mayor Mohiuddin wanted to enter into the premises of control room on a truck with his workers. Army on duty allowed him to go on rickshaw. he stayed there for an hour, didn’t give any speech and then left.

In the morning, after counting all votes, Mrs. Jeshmin Tuli, the Returning Officer of the election declared Mr. Monjur the new Mayor of the City. People relieved of the overnight anxity.

The new Mayor thanked the people for their support and asked his workers not to make the day a festive one.

Prime Minister Sk. Hasina Congatulated the new Mayor. We appreciate. BNP Chairperson Khaleda Zia aslo congratulated the new Mayor and thanked the people for the change they made. AL Organising Secreatary Obaidul Karim in a commuique said that AL as a democartratic party accepted the verdict and is taking the result as a caution to the Government.LGRD MInister Ashraful Islam assured that the Govt will continue its support to develop Chittagong city and AL will think about new leadership in Chittagong.

After a mid-night drama, it is the democracy that wins the race.

BDR Mutiny: Trial is continuing April 24, 2010

Private University Law to be promulgated in Bangladesh March 5, 2010

AL Government is mulling to introduce a private university bill in the parliament to regulate the activities of the private universities and to ensure their healthy growth.

The ordinary citizen had also a little experience of working in a private university and had first-hand exposure to the attitude of the owners and irregularities in the acitivites of the private universities.

Due to lack of strong monitoring of the Private Universities, some make it a business in Bangladesh. You would get very few private universities who are maintaining requisite standard for a university but most of them are collecting exuberant fees.

Fisrt Private University ordinance was adopted in 1992. Then it was modified in 1998 with few changes. As rhe ordinance was not fulfilling the need of the changing time, a revision of the rules was long due. The past Caretaker Government also prepared a proposal but it didn’t promulgated into law.

The new government has prepared a draft law and will be soon placed in the Parliament to pass it as a law. The draft proposed to increase the power of the VC who should be a carrier academician with long 20 years of experience. The syndicate will have 10-12 members and there will one representative from the ministry and one from UGC in the syndicate.

As always, the President of the owners association of the private universities criticised the attempt of the govt to regulate the private universities by promulgating a new law.

We hope that the government will take necessary steps to make the private universities more people- oriented and contibuting positively to the society.

University ordinance falls in uncertainity

Challenging the ‘Politics of Fundamentalism’ in Bangladesh February 26, 2010

In connection with the death of Faroque Hussain, a final year Math student of Rajshahi University in the dead of night of 8th February 2010, clashes erupted between BCL and Shibir activists, police raided the halls and many were injured in the clashes. 600 Shibir activists were sued and dozens were arrested. State Minister of Home and IG of Police visited RU and worded stern action against the culprits.

Later more students, some Jamaat leaders and a syndicate member and a teacher were arrested in this connection.

MPs discussed the event in the parliament and expressed their concern on the issue.
A murder of a university student also took place in Chittagong and several Shibir activists were arrested.

Police started combing operation to arrest shibir activists throughout the country. List of Shibir Presidents and Secretaries of each unit was prepared to arrest them.

Series of clashes between BCL and Shibir followed in different institutions and universities including BUET, Khulna, Meherpur, Dhaka,Chittagong. Sylhet, Bogra and so on.

Hizbut Tahrir, another Fundamental Islamic youth organization has been banned earlier because of aggressive agitations of the organization. Many activists of the organization were arrested then and sporadic arrest of the activist of the organization is still going on.

Police also fought a clash 2 days back with the followers of Hefazat-e-Islam while they were trying to organize processions and meeting in Chittagong.

Minister of Law Barrister Shafiq Ahmed asserted that all the processes for trial of war criminals are advancing properly. Dipu Moni, foreign Minister also told that AL Govt is obligated to the people of Bangladesh to try the killers of 1971 as it was in their election manifesto and people have given them mandate to do that.

One of the aims of the Government is to restore the 1972 constitution and to introduce secular democracy in the country.

Is the Government preparing for the trial by crashing the student movement of Jamaat-e- Islami to avert any untoward incident after the judgment and for that this widespread arrests? That would be not unlawful if the arrestees are connected to criminal activities in relation to the killings. But Government must be careful not to push the activists to go underground and to adopt all-out militancy to achieve their objectives.

The ordinary citizen thinks that the best way to contain militancy is to keep ways to express one ideal democratically. Bangladeshi people have shown in the last election that they dislike extreme religious parties and the Government is in firm position to face them politically.

The ordinary citizen is not sure whether the government is encouraged to adopt the military means to crush these organizations on the success of the party to virtually disbanded JSD student wing at that time.

One of the important tools for the success of the Government in its mission would be to strengthen and discipline its student front where the Government is yet to be successful.

‘Bangladesh will take 26 years to come out of LDCs’. Why not earlier? January 26, 2010

Finance Minister Muhith told in a meeting of the Asia Pacific Round of LDCs held in Dhaka that Bangladesh will take 26 years to come out of the LDCs. We are at the begenning of 2010, so it will be in 2036 that according to our Finance Minister we could be out of LDCs.

The criteria for inclusion in LDCs are defined as
1) a low-income criterion, based on a three-year average estimate of the gross national income (GNI) per capita (under $750 for inclusion, above $900 for graduation);

2)a human resource weakness criterion, involving a composite Human Assets Index (HAI) based on indicators of: (a) nutrition; (b) health; (c) education; and (d) adult literacy; and
2)an economic vulnerability criterion, involving a composite Economic Vulnerability Index (EVI) based on indicators of: (a) the instability of agricultural production; (b) the instability of exports of goods and services; (c) the economic importance of non-traditional activities (share of manufacturing and modern services in GDP); (d) merchandise export concentration; and (e) the handicap of economic smallness (as measured through the population in logarithm); and the percentage of population displaced by natural disasters. 49 countries are enlisted as LDCs-33 from Africa, 15 from Asia and Pacific area and 1 from Latin America. Cape Verde lifted out of the list at the end of 2007. Bangladesh enlisted as LDC in 1973 and it is staying so in the list.

Brussels Programme of Actions were adopted by the Third United Nations Conference on the Least Developed Countries in Brussels on 20 May 2001, were also endorsed by the General Assembly in its resolution 55/279 of 12 July 2001.

The Programme of Actions for the Least Developed Countries (LDCs) for the Decade 2001-2010 aims at improving human conditions of the population of the LDCs and provides a framework for partnership between LDCs and their development partners “to accelerate sustained economic growth and sustainable development in LDCs, to end marginalization by eradicating poverty, inequality and deprivation in these countries, and to enable them to integrate beneficially into the global economy”.

The overarching goal of the Programme of Action for the Least Developed Countries (PoA) is “to make substantial progress toward halving the proportion of people living in extreme poverty and suffering from hunger by 2015 and promote the sustainable development of the LDCs”. The Programme of Action contains 30 international development goals, including those contained in the Millennium Declaration . They are embedded in the commitments of the LDCs and their development partners.

It is observed in the Dhaka meeting,”Despite impressive progress, this region is still home to 980 million people, who live on less than $1.25 a day and suffer from many non-income deprivations. Latest reports suggest that the incidence of poverty in the region could increase by an additional 35 to 40 million people due to the global economic crisis of 2008 and 2009. Most of these poor and vulnerable people are in the LDCs. For them progress has been too slow,”

Suggestions put forward for LDCs in the meeting are
-inclusive,comprehensiveand sustainable developmental strategies
-increase the productive capacity,diversification of exportable products, enhancing quality, social and income protection and building up trade related infrastructure
-balanced financial system, investment in small and medium enterprizes and exploitation of regional trade potentials
-devise effective national policies

Muhith added,”Bangladesh face the same problem as other LDCs-lack of resources, poor governance and limited access to the market of the develop countries. … Bangladesh has reducred poverty from 58% to 40% of the population over the last 13 years. .. The difficulties for Bangladesh is energy, food and financial crisis over the decades”.

Can’t Bangladesh step out of the LDCs earlier than 26 years? Prescriptions are laid out, but we miserably fail to implement those.

Counting the accountability December 6, 2009

We are often hearing the term accountability in Bangladesh. Political parties are promising in their manifestoes for establishing accountability if they could come to power. Government and ministers are promising to remain accountable for its deeds.

But we are not seeing any practical implication of the term.

There is something wrong in our concept also. We like to blame the government for everything and anything in Bangladesh. But a democratically elected government has got the mandate to run the country for 5 years. Where in any developed country, the mandate is honoured diligently both from the public and the parties, in our country parties try to oust the government or non-coperate with it from day one. Any government elected by the people should be given the chance to run the government for the tenure for which it is elected.

Government also shouldn’t try to defend its any and every ministers/departments/organisations for it’s all deeds write or wrong. Rather the government should try to make the best choices to head its different units-small or large and make them accountable for the deeds they would do in a certain period. Their works should be evaluated by the government and/or by the independent bodies.

Until we could develop this system at our national, regional,institutional and organisational level, our foundation for strong democratic state would never be build up.

Centralised admission test for private medical colleges in Bangladesh- a positive step October 30, 2009

The Government has taken decision to organise the admission tests for MBBS in private medical colleges directly under the control of itself through Directorate of Heath Service. There are 40 private medical colleges working in Bangladesh against 17 Govt. Medical Colleges. Till last year, the admission in private medical colleges was controlled by individual colleges though the admission in govt. medical colleges were conducted through a single admission test on the same day throughout the country over the years.

There are allegations of massive irregularities and corruptions regarding the admission in private medical colleges.

Govt. also restrict the admission fees in the private medical colleges from 5 lac to 8 lac. This will also prevent the private medical college authorities to take exuberant fees and to give admission to the irregular students in exchange of excess money.

The writer rather advocates the introduction of payment of fees in installments on semester basis in private medical colleges so that more students get the opportunity for studying medicine in private medical colleges.

The system of paying on semester/term basis will also help the students to quit the study if one does not find medical studies suitable for his/her career. In the present system, there is little scope for the students to make his own choice- the financial investment on the part of the parents or guardians make it obligatory to continue the burden despite his limitations and emotiona detachment. The present system also creates an obligation on the teachers and administrtion to somehow passover their students despite their deficiency in academic attainment. In the long run, it only compromises the quality of doctors in Bangladesh.

The writer also advocates the introduction of same centralised system for admission in post graduate courses of MD and MS in different medical colleges in Bangladesh. We are observing with sorrow that over the last few years the admission in post graduate courses in Bangladesh become so much politicised that in future the life of the people and patrons alike will be in danger in the hands of these so-called medical specialists.

The writer has also reservation about the number of private medical colleges. The goverment should restrict the number of these private institutions and mantain the necessary stardard of education and service there.

By now, we appreciate the present step of the Government for centralised admission test in private medical colleges and hope that it would be a good positive step in reorganising the chaotic academic condition in the private medical colleges in Bangladesh.

ACC is frustrated over its own state and state of judiciary in Bangladesh October 25, 2009

The  Chief of Anti-Corruption Commission(ACC)  recently expressed his frustration over ts own state and state of  judiaciary in relation to the corruption cases in Bangladesh.

BDnews24.com reports, the chief of watchdog said. ‘ the government is clipping the wings of the Anticorruption Commission, reducing some of its powers, in phases’.

After making the Anticorruption Commission a ‘tiger without teeth’, the process is underway to cut the nails from its claws,” ACC chairman Golam Rahman told reporters.

Rahman also said it is not possible to wipe out corruption due to the existing judicial system.

“It won’t be possible to remove corruption if the judicial system is not reformed in line with the reality,” he said.

“If the judges are not tough against the corrupt people they would continue to commit more corruption under the umbrella of law”.

ACC chairman also commented that, “It is not possible to prevent high-level corruption without a strong political will. 

The present government has formed a committee for recommendation on the Anti-Corruption Commission. ACC boss probably reacted  to the notice served by the committee.

Save Rivers, Save Dhaka 1The rivers and canals of Dhaka over the years are being grabbed by the influentials and the greedies. So far no political power took any real initiative to free the rivers and canals from the gravers. As a consequence, drainage of water of Dhaka city is grossly affected, many of the areas inundated by a small rain water, pure water become scarcy and diarrhoea spread like havoc within short time. The rivers are not only becoming thinner, the water is also polluted by the waste of the facotories and industries so much so that WASA becomes unable to supply fresh water to the inhibitants of the capital, the fishes are dying under the pollution and the water become so thick that even swimming at places is impossible and navigation through rivers become difficult.

When the political power fails, il’s a Daily in Bangladesh that virtually started a crusade against the grabbers. It has started to publish investigative reports on the state of the rivers relentlessly. It’s pictorial presentations have caught the eyes of many. Even Prime Minister Sk Hasina feels concern and orders the related authorities to take immediate measures and declares that her government will take stern actions against the wrongdoers.

We are not sure how far Government would succeed in fulfilling its pronouncement but we appreciate the effort made by a Daily, the Daily Star of Bangladesh to make the life of the citizens healthy and comfortable. A pioneer TV channel, Channel Eye forms a partnership with the Daily in the endevour.

Protest and frustration gripped the Bangladesh secretariat after Government promoted some hundred officers to the higher posts.

Can’t Public Service Commission (PSC) conduct promotion exams for the secreataries? Similar exams are in practice for other caders such as for teachers in medical colleges.

Recommedation by a neutral body like PSC could help remove the frustation and deprivation because of the present trend of promotion in the admin cade on the political consideration.

An Experiment on Civil-Military Fusion of Government and the exit of General Moeen U Ahmed July 5, 2009

Incidents before 1/11 in 2006 in Bangladesh created an envorement for the military to come into the political scenario of Bangladesh. On the day, as stated, 3 chiefs of Army, Navy and Airforce met with the President and persued him to dissolve the First Caretaker Government and to form a second one at the same stretch headed by Dr. Fakruddin Ali Ahmed. The second Caretaker Government stayed almost two years in power on the plea to complete a fair voter list and to organise a free and fair general election.

Focusing on the the philosophy of the new Government, Dr. Fakhruddin Ali Ahmed on his visit to UN in a speech i the General Assembly on 27th September, 2007 said, ‘‘Bangladesh represents an effective model of civil-military cooperation in crisis prevention.’ He also said, ‘our experience in crisis management could be relevant for many crisis torn,nascent democracies’.

After the completion of 2 years in office and after retirement of the General Moeen U Ahmed who masterminded the coup in disguise, it is time to review the success of the declaration of that experiment.

It seems that the Caretaker Government immediately after 1/11 created optimism among the common people by nulifying the controversial election of 22nd January of 2007 and creating hopes of a corruption free Bangladesh.

But the steps they had taken thereafter against the politicians and political parties were in excess, non-pragmatic and biased. At times, it seems that the Caretaker Government had some objectives beyond thier declared ones.

They also took up more agandas than they could handle. Only in their second year after the resuffle of the cabinet that they came to the sense that their prime duty was to arrange a fair and free election.

The only recongnised work they have done is the completion of almost perfect Voter list of the country. But many will not accept the time taken for the voter list to justify their staying for long two years.

Most of the legal experts termed the overstaying of the Caretaker government as unconstitutional. The then Government also didn’t seek any verdict from the Supreme Court on the controversy.

Among other things, the Caretaker Government also tried to make the constiutional bodies independent and competent. Throughout their tenure they have made more than 100 ordinances but very few of them are retified by the present elected Government through the parliament.

Through enevitability of the elelction and formation of the parliament, it is now proved that it the elected government that is all constitutional and legal and the other form of government is only acceptable as far as it is defined in the constitution.

We, the common people, only accepting the existance of the Caretaker Government as an unavoidable necessity in the political history of Bangladesh but that dosen’t in any way justify the success of Civil-Military fusion of Government and no country in the world should take the instance as worthy to follow.

To the eye of the ordinary citizen/s, 1/11 will remain more as a failure of the politicians of Bangladesh than success of anything else.

And the transition to democracy through the election of 29/12/08 will be looked upon as a success of the power of people of Bangladesh and their urge for democracy that no other power of the country dared to deny.

General Moeen U Ahmed has been retired and to me, probably, he has attemted a job more than his calibre, only he was rescued to an honourable end to him and to the country by his good friends on the civil end of the administration.

Here, I, as an ordinary citizen, like to deeply acknowledge the contribution of Adviser of the Caretaker Government Dr. Hussian Zillur Rahman and his team who sincerely facilitated the transition of the country to democray through their sincere and relentless effort.

Professional Militarism vs Corporate Militarism June 11, 2009

I had no idea about the terms. I first came accross the terms in a discussion program on a TV channel when a Professor of international Law of a university raised the issue in his deliberation.

By Professional militarism , he means the militay of a country who are committed to their profession- safeguarding the country, making the border-nonporous and maintaining the integrity of the country.

On the otherhand, by Corporate Militarism he means when the Army is more engaged in corporate business and enterprizes.

The prime example of Corporate Militarism is of Pakistan where the Army runs many corporate businesses and make huge profit from these enterprises and share them among the members of the Army of past and present.

When corporate attitude enters into the minds of a professional army, compromise regarding commitment to the profession, integrity of the character and devotion to the work would take place.

One of the factors for the failure of Pakistani Army to contain the Taliban might be a due to corporate compromise in the commitment of Pakistan Army.

Bangladesh Army has a good reputaion as a professional Army and have proved their worthiness in the peach keeping mission of UN in different countries.

But is Bangladesh approaching to the Corporate Militarism? The learned speaker raised the question as the Chief of Army holds the chairmanship of a corporate bank and the Army recently innugurated a five star hotel of their own in the capital.

The ordinary citizen has little knowledge to make further comment.
